A lifelong resident of Tampa, Julianne M. Holt has served as the elected Public Defender since January 1993.
Prior to being elected as the Public Defender, she served as Special Court Appointed Public Defender from 1987-1992 and was in private law practice from 1981-1992.
Ms. Holt graduated summa cum laude from the South Texas College of Law, where she was listed in the Who's Who of American
College Students. She also graduated from the University of South Florida, Hillsborough Community College, and Leto High School.

As the Public Defender, Ms. Holt manages the largest criminal defense firm in Hillsborough County, which employs 223 employees,
including approximately 120 attorneys. She also directs the representation of over 60,000 cases annually.
As an advocate for the indigent accused, Ms. Holt has worked with many state and national organizations and has personally
participated with numerous committees, councils, and boards focused on issues within the criminal justice system.
Ms. Holt and her employees are also dedicated to serving the community.
Since 1993, her office has consistently donated their time, financial support, and talent to aid organizations, students, and citizens both locally and nationally.
In addition to her duties as the Public Defender, Ms. Holt also serves as an adjunct professor at the University of
South Florida and the University of Phoenix.

Vivian Challen has been with Ms. Holt's office as the Chief Information Officer since 2000.
Ms. Challen received her Bachelor of Science degree in Business Administration with an emphasis on Information Systems, Accounting and Math in 1983 from the University of Colorado.
In 1988, she received a Masters of Arts in Computer Resource Management from Webster University.
Ms. Challen has over twelve years experience in the Federal Courts System as System Manager in Tampa, Assistant Systems Manager in Phoenix, AZ,
and Computer Programmer Analyst and Chief Deputy Clerk in Washington, DC.
She was an instructor of Computer Information Technology at the college level for over six years in Colorado and Arizona.
Ms. Challen's staff are responsible for hardware and software maintenance, database development, programming
modifications, video conferencing support, graphic design and training and support.

Glenn Fulgueira Chief Investigator

Glenn Fulgueira is the Chief Investigator and has been with Ms. Holt's office since 1999. Mr. Fulgueira graduated from the University of Tampa with a Bachelor of Arts
in Sociology and Psychology in 1971.
He has worked with numerous city and state agencies. While working with the City of Tampa Recreation Department, he served as a Recreational
Director Supervisor. While at the State of Florida HRS Division of Youth Services, he was a Youth Probation Counselor and Investigator. At the State of Florida Division
of Hotel and Restaurants, Mr. Fulgueira served as a Health and Safety Investigator and later as a District Supervisor. Mr. Fulgueira and
his wife were the proprietor for 20 years of The Lincoln Spanish Restaurant, a long-time Tampa favorite.
Mr. Fulgueira is responsible for supervising all investigators, process servers, witness aid coordinators, security, and fleet management.

Theda James, JD Misdemeanor/ Juvenile Bureau Chief

Theda James has been with the Office of the Public Defender for over 17 years.
Having served in various capacities for the Public Defender's Office, she is currently the Bureau Chief for the Misdemeanor, Juvenile and Intake
Divisions. Her primary responsibility is the training of new attorneys. In addition, she handles high profile or first degree
murder cases as assigned by the Public Defender.
Ms. James graduated from Rollins College and attended law school at the University of Florida. Since receiving her law
degree in 1978, she has worked in various government agencies. She was an Assistant State Attorney in Miami, Florida.
She also worked in the Criminal Division of the Office of the Attorney General in Miami as an appellate attorney.
She moved to the Tampa office of the Attorney General where she specialized in death penalty appeals.
In 1987, she accepted the position as an Assistant Federal Public Defender and in 1993 joined Ms. Holt's staff.
Ms. James is active in various community service projects, including Teen Court, Truancy Court, Juvenile Assessment Center Advisory Committee, DUI Counter-Attack and the NAACP.
She is a recipient of several awards including
• "Outstanding Pro Bono Service" from the Hillsborough County Bar Association (1997)
• "Volunteer of the Year/Human Services" from the United Way for her work with the Teen Court (1998, 1999, 2000 and 2005)
• "Outstanding Volunteer Service" (1997) from the Tampa Urban League for her work with the Minority Over-Representation Pilot Project
Ms. James is admitted to practice law in the Supreme Court of the United States, the 11th Circuit Court of Appeals and the Middle District of Florida.

Nancy Lopez Human Resources Director

Nancy Hanratty Lopez is the Human Resources Director for the office. Ms. Lopez joined the Public Defender's Office in 2012.
A graduate from the University of Houston and The South Texas College of Law, Ms. Lopez is licensed to practice law in Texas and Florida.
Prior to joining the Public Defender’s Office team, Ms. Lopez served as an assistant district attorney in Houston, Texas.
She also served as the Director of the Citizen Dispute Program (a mediation program) and Juvenile Arbitration, and for 25 years was the
Program Director for the Victim Assistance program.
She has lectured and taught classes on victim rights and domestic violence. She has been a guest speaker at many civic organizations.
Additionally, Ms. Lopez has served on numerous boards and advisory panels, and most recently volunteered at the Santa Maria Mission,
which feeds the poor and the homeless.
Ms. Lopez is responsible for supervising the human resources staff, overseeing personnel issues and workplace safety, risk management, employee benefits,
and guiding employee recruitment and retention.

Mike Peacock, JD Administrative Counsel

Mike Peacock serves as the Administrative Counsel. An attorney since 1980, Mr. Peacock has served as an
assistant state attorney in the Sixth, Eighteenth and Thirteenth Circuits, worked in private practice handling
complex civil litigation, and in his own private practice. Mr. Peacock was part of Ms. Holt’s first administrative
staff in 1993, supervising lawyers in Intake and overseeing office work processes, before leaving for private
practice. Mr. Peacock returned to the office in 2009. Mr. Peacock graduated from the Stetson College of Law
in 1980. During this time, he also served for six years with the St. Petersburg Police Department. Mr. Peacock
also graduated from Asbury Theological Seminary, and has been a part-time instructor at the University of
South Florida, Pinellas Police Academy, and Hillsborough County Sheriff’s Office.

Charles Traina, JD Major Crimes Bureau Chief

A longtime resident of Hillsborough County, Mr. Traina graduated from Jesuit High School and the University of South Florida.
He has been practicing law since November 1984 after receiving a juris doctorate from South Texas College of Law.
He was an assistant public defender in this office for ten years spanning two administrations, during which time he represented juveniles and handled misdemeanors, Baker Acts and felonies.
He became a felony division chief, and also handled homicides, including cases in which the state sought the death penalty.
He eventually became the Chief of the Capital Division of this office. After leaving the Public Defender's Office in July 1994, he established a general law practice as a solo practitioner.
For the next eleven years, Mr. Traina handled a variety of matters, including divorces, real estate transactions, environmental law litigation, estate and probate issues, and various family law cases ranging from adoption and dependency to termination of parental rights.
In July 2005, Mr. Traina returned to Ms. Holt's staff to do trial work in homicide cases, including death penalty proceedings. He is currently the Chief of the Major Crimes Unit.
Mr. Traina is a member of both the Florida Bar Association and the Hillsborough County Bar Association.
For many years, he has been active in the community as a volunteer conducting sports clinics for young boys and girls and coaching various youth sports in Hillsborough County.

Chris Watson, JD Felony Bureau Chief

As the Felony Bureau Chief, Chris Watson supervises the assistant public defenders assigned to the Circuit Felony courtrooms.
He joined the office in 2004.
Prior to that he spent over fifteen years with the Hillsborough County State Attorney's Office serving as a Felony Division Chief, Misdemeanor Bureau Chief, and as the head of the Homicide Unit.
Mr. Watson also worked with the State Attorney's Office in Polk County, Florida and ran his private crimal defense firm.
Mr. Watson is Board Certified by the Florida Bar in Criminal Trial Law.
Mr. Watson is a member of the Hillsborough County Bar Association and the Florida Association of Criminal Defense Lawyers.
Mr. Watson is a graduate of Stetson University College of Law where he participated in the Public Defender Clinic and worked part-time as an interviewer with the Pinellas County Public Defender's Office.
Mr. Watson received his undergraduate degree from the University of Virginia. He is admitted to practice law in Virginia and Florida.
